kea tasks and structure

The Austrian Coordination Office on Energy Poverty (kea for short) was established in 2023 as a central coordination and competence center for energy poverty in Austria.

kea is a bridge-building institution that through its activities brings together a wide range of expertise and stakeholders in the fields of energy, climate protection, housing and social issues. In doing so, it cooperates with various institutions such as social aid organizations, public administration bodies at the federal, state and municipal level, as well as energy companies and energy advice centers.

  • promotes cooperation and networking between relevant actors
  • develops and coordinates measures and recommendations to combat energy poverty in Austria
  • pools expertise on current research findings and relevant national and EU legislative processes
  • provides information for households, energy suppliers, local authorities and other relevant institutions and organizations
  • commissions and publishes studies or expert opinions as required
  • prepares and publishes regular reports on its activities and current developments in the area of energy poverty

kea’s tasks, responsibilities and budgetary resources are regulated in the Austrian Enery Efficiency Act. At the beginning of each year kea also publishes a work program for the year ahead setting out particular priorities. In 2024, kea will focus on networking and cooperation, generating knowledge and establishing itself as a competence center.

kea was set up at the Climate and Energy Fund, which has been supporting the Austrian federal government in the implementation of its climate and energy targets since 2007.
